BOEING AND HOT BACK-UP
Just an excuse to continue paying aerospace companies money...in
contradiction to the Government instructions...
On March 29, 1999 Boeing North America [BNA] falsely Terminated the
TRW [Currently Northrop/Grumman] NMD EKV Discrimination CONTRACT
NUMBER MlMSXXL-485831M.
In reality Boeing continued to pay millions of Dollars to TRW [Currently
Northrop/Grumman] without contract and without approval of the
Government.
TRW [Currently Northrop/Grumman] had a hold on Boeing, threatening to
reveal publicly that Raytheon technology is based on the same False
concept invented by MIT/LL.
TRW [Currently Northrop/Grumman] found about Raytheon NMD EKV
technology, because ARMY/BMDO/GBI employee left in TRW facility the
folder with the entire Raytheon information. In 3 hours TRW and Boeing
made tenth of copies of Raytheon NMD EKV technology and distributed
the copies to their employees.
The word got out and Raytheon was informed about the miss conduct of
TRW/Boeing; Raytheon demanded to be the winner of the down select.
That is, Raytheon demanded to be the company that will provide the NMD
EKV discrimination technology. Otherwise Raytheon will go public with
the miss conduct and fraud Boeing/TRW [currently Northrop/Grumman]
comminted;
Boeing was concerned to lose the $5 billion dollar contract as a Lead
System Integrator [LSI] of NMD it just won.
So, Boeing resolve TRW Northrop/Grumman] blackmailing it, by paying it
Millions of dollars without contract under the name HOT-BACK-UP, without
the Congress and/or Senate approval.
Another spin of this fraud was Boeing announcement that Raytheon
Technology was the winner of the NMD EKB discrimination technology
competition; That without tests validating the performance of Raytheon
technology, as the Government contract instructed.
During 1999-2001 Boeing paid TRW [currently Northrop/Grumman] over
$50 million of dollars without a contract, out of the NMD EKV budget for
being HOT-BACK-UP.

- What the DOJ/BMDO/ARMY is doing to cover up for their violation
of law? For paying TRW million of dollars without a contract; for
selecting Raytheon over TRW without any technology validation;
for conceal from the Congress and from the Senate that fact that
NMD/EKV technology is a false technology; They Dismissing my
qui-tam case 96-3065 and 01- 4937 RSWL alleging State Secret
Privilege. And abandon of settlement recovery with Boeing in the
amount of $13 million dollars; Please read the entire

- Not the Nation Security was the ARMY/BMDO/DOJ priority, but
rather to whitewash, cover-up, conceal from the public their
violation of law and to assure the continue of receiving the river of
money. There is NO way Raytheon technology could have been
forgotten by GBI employee Mr. Bill Roberson at TRW/Boeing
facility. The technology documents were always transferred from
one position to another while connected with a steel chain to the
body of the ARMY/BMDO/GBI employee. There is a sever protocol
to take documents out of the brief case and put the documents
back in the brief case. Mr. Bill Roberson deliberately left the
documents in TRW/Boeing facility, for the same reasons he and his
boss Mr. Don Boster refused to read SA Sam Reed's Reports.

any actions were taken beside assuring a cover-up of
ARMY/BMDO/GBI/DOJ of their own violation of law? Is any one took
the liberty to protect the Whistle blower rights?

Cases: 03-786C - US Court of Appeal 04-5113 [I will place a copy
on the Internet shortly]. Both the complaint and the appeal were
dismissed on the request of the US Government.
