ARMY SCOPE OF WORK
- The ARMY nor GBI followed their own Scope Of Work [SOW
old Trial Exhibit # 403]. They changed after the fact, [with the
support of Northrop Grumman Prior TRW and Boeing] the tests
procedures documents, to falsely present to the US public and
to the rest of the world that NMD tests were a success. All to
justifying the continuation of receiving of billion of dollars to
these parties. The test incorporated GPS that was placed on
the simulated target. That GPS was used to assure the
interception with the target. Some call it a beacon.
- None of the test would have intercepted with a tumbler
warhead, even if it would have incorporated a beacon. Why?

- So far, on 2006, DOD instructed US PTO [patent office] not to
grant me any more patents.
