MIT/LL were the inventors of
the NMD/EKV concept, and
therefore could not be
Independent Reviewers. Please
see Letter_to_DOJ. They
were carefully selected by the
ARMY despite SA Reed's at
DCIS objections. Till today,
MIT/LL receive over $700
million dollars per year to be
independent evaluators of their
own technologies.
MIT/LL/AS to assure the receiving of river of money reported that the NMD EKV concept
as implemented by TRW [currently Northrop/Grumman] and also by Raytheon:
" ..are well designed and work properly, with only some refinement or
redesign required to increase the robustness of the overall discrimination
function."

But few paragraph latter in this alleged
Independent Report MIT/LL/AC stated a
generic statement, that is free of any
implementation mathematical tools. This
generic statement is applicable to TRW
[currently Nortrop/Grumman] and or
Raytheon implementation technologies of
the NMD/EKV concept; both companies
had to comply with the same TRD dated
September 1993, and the same TRD
versions after of it; This generic statement
of MIT/LL/AC say:
" Reliable prior knowledge on many of
the threat types included in the TRD
cannot be obtained."

How Many of threat types in the TRD a reliable prior knowledge is not available? Was it
reported by MIT/LL/AC? Is there always a non-reliable knowledge that is common to
all of the threat types? Is the deployed objects mean temperature one of them? How it is
impacting the ability to differentiate the warhead from the rest of the objects deployed? How
this lack of parameters values [and not just the objects temperatures] impact the validity
performance of the NMD/EKV concept? How this lack of accurate knowledge of KEY
values impact cluster selection? Is any of the GAO Investigators can assure the Nation that
the NMD/EKV concept is robust when prior knowledge of KEY parameters is always not
available and/or reliable? What about material emissivity? Is it a KEY parameter? What
happens to its value when a blue balloon is suddenly replaced by a white and/or black
balloon? What happen to KEY parameters values when nuclear spikes are on the Infra Red
signals? Is there a different between nuclear spikes and earthshine spikes on the Infra Red
signal? Is it possible to clean the spikes out of the Infra Red signals ? Can the GAO
Investigators can assure the Nation that the they check the delay created by cleaning the
spikes and what the value of the delay in compare to End of Game time? What does it all
mean for the NMD/EKV concept? How does it impact the NMD/EKV technologies
performance of Raytheon / TRW [currently Northrop/Grumman] ?
GAO Investigators, how you
can sleep at night with the
whitewash reports you
created? You failed to
Test/Validate the NMD/EKV
concept and implementing
technologies against the laws of
physics and against the TRD.
Your reports allow the
NMD/EKV false concept and
false implementations
technologies to go production.
And while KEY parameters
values are not available and
always not reliable,
MIT/LL/AC were quick to
report that the NMD EKV
TRW [currently
Northrop/Grumman] and
Raytheon technologies "work
properly"... and the river of
money keeps coming .....and
the false technologies go to
production ... and the Nation
security is in danger...
I have reported to the
Government over 250 issues and
catastrophe in the MIT/LL/AC
reports to why the NMD EKV
concept and its implemention
technologies are false, non robust
and in non-compliance with the
laws of physics. That the Nation
security is in danger if Raytheon
and/or TRW [currently
Northrop/Grumman] go
production. My report was
classified.

remove these false technologies from protecting the
Nation.
MIT and LL FALSE REPORTS
On May 1998 the following persons: M-J. Tsai
and Charles Meins at MIT Lincoln
Laboratory; Larry Ng and Frank Handler at
Lawrence Livermore National Laboratory
[LL]; and Glenn Light at Aerospace
Corporation [AC]; issue a report titled:
" Independent Review of TRW
Discrimination Techniques Final Report"
[This group of MIT/LL/AS is also addressed as
the POET [Phase One Engineering Team]
This alleged "Independent Review" was in
effect a white wash created by the
ARMY/DOJ; MIT/LL where the inventors of
the NMD/EKV concept, and in effect
evaluating themselves; far away from being
independent reviewers; Mr. Glenn Light had
many common projects with TRW, and with
Mr. Robert Hughes my Boss at TRW
[currently Northrop/Grumman] during
1995-6.
The Poet Team [MIT/LL/AC] had created
Tests procedures to validate the performance
of the NMD/EKV technologies. Their May
1998 Independent report was based on their
own test procedures, that failed to test the
performance against the Government
Technical Requirement Document [TRD].
While the TRD specifically states that KEY
parameters and their mean are not
accurately known, but rather a wide range of
possible values, the Poet ignored that, in
order to falsely present success identification
of the warheads.
The Inspector General/Defense Criminal
Investigator Service [IG-DCIS] SA Sam Reed
informed in writing the Poet that they need
to perform their Test/Validations against the
Government TRD.
The Poet responded in a letter dated June 10,
1998 to Mr. Keith Englander at Ballistic
Missile Defense Organization [BMDO] a
division of the ARMY, stating that they will
NOT Test/Validate NMD/EKV technology
against the TRD. The response was made in
writing by Dr. Frank Handler at Laurence
Livermore National Laboratory [LL].
Mr. Keith Englander and the ARMY
knowingly left the Poet to do what ever they
wanted. Including reporting false excellent
NMD/EKV technologies performance, to the
Congress and the Senate; With no one
controlling them.
There is NO Government, NO DOJ, No
IG-DCIS, and NO GAO investigators to
control the Poet. No Laws and NO
Constitution.
SA Sam Reed fought very hard to prevent the
whitewash and the Fraud Report the Poet
committed; His endless efforts contributed to
the cancel of his contract with DCIS and his
alleged retirement.
